In Shakta Tantra and Vedic philosophy, neither Goddess Kali nor Goddess Tara is considered “greater,” as both are supreme, non-different manifestations of the same primordial feminine energy (Adya Shakti) and the first two of the Dasha Mahavidyas (Ten Great Wisdom Goddesses). The Tantraraja Tantra and Todala Tantra explicitly state that at the ultimate ontological level (Tattva), there is zero distinction between them—they differ only in their cosmic functions, forms of grace, and methods of spiritual practice (Sadhana).
